On July 7, 2022, Licensee entered into a Stipulated Order with the Board for unprofessional or dishonorable conduct; gross or repeated acts of negligence; willfully violating a provision of ORS chapter 677; and failing to notify patients and offer them alternatives when referring them for diagnostics at a facility in which the physician has a financial interest. This Order limits Licensee's prescribing for acute pre-operative or post-operative pain; restricts Licensee from concomitantly prescribing opioids with benzodiazepines, DEA scheduled sleeping medications, or carisoprodol (Soma); requires Licensee to access the PDMP record for any patient prior to prescribing DEA scheduled medications; restricts Licensee from referring any patient to any lab or diagnostic facility in which he or any of his family members have ownership or a financial interest; and requires Licensee's Oregon medical license to be changed to emeritus status effective no later than January 1, 2023.
